So, if somebody starts a thread in Questions asking a question and somebody (even the OP) posts a follow-up question but the mods believe they have answered the original question and made no attempt to answer the follow-questions is it permissible to start a new thread to ask the follow-up questions?

In this case no.  The question was answered many times, including here:  http://forums.randi.org/showpost.php?p=5951256&postcount=4

Simply stated, being honest is not a rule outlined in the Membership Agreement however the JREF has set this as a condition for Forum membership (in terms of registration).

Why? Because that is/was a condition for the JREF to fund and operate such a Forum (as Jeff has previously indicated).  At some point, the answer is what it is - and we have reached that point.
